The Center for Educational Excellence was established in 2006. It was developed by the faculty through a Community based Collaboration Project between VNUHCM-University of Science and Portland State University, funded by United States Agency for International Development (USAID) through the office of Higher Education for Development (HED) and is supported by its own endowment.
